Dr. Chandler served on the Congressional Chartered “Fail-Safe and Risk Reduction” (FARR) Commission as the assistant to the chairman of the Remote Destruct Study Group. The FARR was chaired by Ambassador Jeane Kirkpatrick.

Dr. Chandler developed the concept for Headquarters U.S. Air Forces Europe (USAFE) to establish a Nuclear University at Ramstein Air Base Germany. Developed the curriculum, selected the faculty trainers and taught the first classes. From concept to the first class was completed in only nine months.

Dr. Chandler developed the concept for a senior leader battle staff command and control short course on generating the bomber forces with nuclear weapons. This important knowledge and skill had eroded since the end of the Cold War and the disestablishment of the U.S. Strategic Air Command; this course now helps keep senior leaders knowledgeable and skilled on critical nuclear forces generation.

Dr. Chandler---selected to travel to Moscow and brief Soviet general officers of the Strategic Rocket Forces on U.S. nuclear weapons safety, security and accountability processes and procedures.
